What I think you are after is Charis Grants. This administers schemes set up by various utility companies for people struggling with bills.
One of these is the British Gas Energy Trust, an independent charity set up and funded by the energy giant. It helps households that are finding it difficult to pay their gas and electricity bills irrespective of whether they are British Gas customers or not.
