Mykola Lagun (R) owned the defunct Delta Bank, which cost Ukrainian taxpayers $622 million in insurance payments to clients who lost their deposits. The Deposit Guarantee Fund said a combination of criminal fraud and bad management accounted for the bank’s epic collapse. But no one has been charged with a crime.
